Moti Shapira, Owner & CEO
Moti Shapira brings over 30 years of leadership experience to his portfolio, with a particular focus on security and investigations. He has demonstrated his expertise by successfully managing and operating various businesses and security operations in the United States and abroad.

Mr. Shapira is a seasoned security professional, possessing 5,000 training hours alongside Israeli undercover/counter-terrorism unit YAMAS, as well as running extensive surveillance projects across various cities around the globe. He founded a specialized operations team within the Mexico State Police unit, which has been effectively gathering intelligence and contributing to the successful fight against kidnappings since 2003.

In addition to his surveillance work, Mr. Shapira has conducted covert investigations in several countries. His professional relationships with a number of ex-intelligence agencies officers, journalists, and local authorities around the world provide him with the flexibility to handle sensitive issues effectively.

In a number of complex cases, Mr. Shapira has managed partnerships with ex-generals from the Israeli Mossad and the Israeli police, as well as from the FBI and MI5. He is also an accomplished author, with four published novels to his name: Angel In a Foreign City, Path of Lies, The Woman in Black, and A Gun For Every Hand.
Milan Morgan, Vice President
Mr. Morgan brings over 30 years of Law Enforcement and Private Security Management experience to his current role as Vice President of Scorpion Services, Inc. His career began in the U.S. Air Force during Desert Storm, where he served as a Law Enforcement Officer and Criminal Investigator.

Prior to joining Scorpion Services, Inc., Mr. Morgan served as the Director of Security & Fire Life Safety at several High-Rise office buildings in DTLA, and then as an Operations and Sr. District Manager with other leading national security firms. His extensive experience spans across all aspects of security, from ground-level operations to senior management.

In addition to his professional accomplishments, Mr. Morgan is also a licensed firearms instructor and an active advocate for the Veteran community. His dedication and expertise continue to make a significant contribution to the success of Scorpion Services, Inc.
Mark Carmeli, Portfolio Manager
Mr. Carmeli is a hands-on security expert with more than thirty-five years of experience within the field, both domestically and international.
Mark was a commander in the Israeli Defense Forces, serving several tours with his combat brigade and is skillfully trained in military intelligence, infantry, martial arts, and other combative techniques and protocols.
Since immigrating to the U.S. in 1986, Mark has served as the Vice President of Operations for several leading security companies in the Greater Los Angeles area. His focus has been providing consulting, training, physical security (armed and unarmed), personal protection (VIP), private investigations, surveillance, access control, and information security services to private, corporate, public sector, and federal clients worldwide.
Additionally, Mark’s specialty over the past fifteen years has been providing state-of-the-art CCTV systems to residential, multi-residential, commercial and industrial establishments.
His immaculate methodology, diligence and high standards make him and our Scorpion Services, Inc. team an indispensable partner to clients in need of robust protection, in a world with increasingly sophisticated security and privacy threats.

Board of Advisers

Former Brigadier General, Haim Ifargan, Board Advisor
Haim Ifargan is a highly accomplished law enforcement professional with a distinguished career spanning over four decades. He is now a retired veteran of the Israel Police with the distinguished rank of Brigadier General. Haim began his career as an undercover agent with the Israeli police and quickly progressed to become a detective and investigating officer. His outstanding performance led to his promotion to senior positions within the force.

Haim has held several key positions throughout his career, including Deputy Commander of the Investigation and Intelligence Division and Head of the National Crime Investigation Unit (FBI). He also served as Commander of the National Unit for Combating Economic Crime and as Head of Gathering Information in the National Crime Investigation Unit.

In addition to his extensive law enforcement experience, Haim holds a Master of Laws degree and a Bachelor of Laws degree from Ramat Gan College. He also earned a Bachelor of Arts in Social Sciences from Bar Ilan University and a Master of Arts in Adult Education from the University of Derby, England. With his impressive career and expertise, Haim Ifargan continues to make a significant contribution to the success of Scorpion Services, Inc. on our Board of Advisors.
Former Major General, Aaron Exol, Board Advisor
Major General, Aaron Exol, served in the Israel Defense Forces (IDF) Paratroopers Corps in 1987. He was a member of one of the most highly decorated units of the Israeli Military. In 2000, he began his service in the Israel's National Counter Terror Unit Police (YAMAM), which performs SWAT duties and undercover police work. He was promoted to Deputy Commander of the unit.

In 2001, Exol joined the Israel Police and served in various senior command positions for 25 years. He was appointed as the Commander of the Ayalon Area in 2003 and as the Commander of the National Police College in 2005. In 2008, he was promoted to Brigadier General and served as the Deputy Border Patrol Commander. In 2011, he became a Major General and was appointed as the Commander of Tel Aviv District. From 2016 to 2017, he served as the Head of Commander Operations Division of the Israeli Police. In 2018, he earned a Master of Laws degree from Ono Academic College. Today Aaron sits on our Board of Advisors, making significant contributions to the success of Scorpion Services, Inc.
